Scrapbook, 1899-1902, consisting of letters, programs, notices, invitations, photographs, financial records, clippings, broadsides, and other memorabilia. All pertain to Pepperman's job with the U.S. Civil Service Commission in the Philippines. Some items are in Spanish. There is also a copy of the constitution and by-laws of the University Club of Manila and letters from Luke E. Wright, the acting civil Governor of the Philippines, to Pepperman, who was the secretary of the Philippines Civil Service Board in Manila. Other correspondents included William Howard Taft, then the civil Governor of the Philippines; Helen H. Taft; A.W. Ferguson, then Secretary of the U.S. Philippines Commission; L.Y. Leonarens, and others. There is an especially interesting annotated photograph of Pepperman's house in the Philippines.
